Raul Garcia serves as Managing Principal of TBA San Antonio, leading the firm’s Texas operations with a focus on growth, design excellence, and client service. With more than 25 years of experience across public and commercial sectors, Raul brings a strong understanding of the complexities of K–12 and higher education, municipal, and county projects.
At TBA Douglas, Raul provides strategic direction and day-to-day leadership for project teams, ensuring a high level of coordination, responsiveness, and quality throughout all phases of design and construction. He works closely with clients and consultants to deliver thoughtful, well-executed solutions that align with project goals, budgets, and long-term community impact.
His leadership is grounded in a collaborative, hands-on approach that emphasizes clear communication, strong team alignment, and accountability. Under his direction, TBA Douglas continues to expand its presence across Texas while maintaining a commitment to design that is both practical and impactful.
Tim is the president and founder of TBA Douglas. A licensed professional architect, Tim has over 22 years of design, development, and project management experience. Supervising the execution of complex projects, he works closely with client representatives, construction managers, general contractors, and specialty consultants to ensure the successful completion of his clients’ projects.

Donna Cathey is a 15+ year member of the TBA team and serves as Chief Administrative Officer and special advisor for educational projects.
In her role as Chief Administrative Officer, Donna is responsible for contract administration, business development, relationship management as well as daily operational duties.

Meredith is the chief financial officer of TBA Douglas. She joined the TBA team in 2023 and has been instrumental in managing the financial and human resource aspects of the company.
Meredith has a wealth of experience in accounting, financial planning, budgeting, business process development, and systems implementation. Meredith came to TBA after her 28-year career at a Fortune 500 telecommunications and technology company where she developed and mentored many professionals in her field.
As the CFO of TBA, Meredith oversees the accounting, finance, and human resource functions for all TBA locations. She is responsible for ensuring the financial health and stability of the company plus any merger and acquisition activity. She handles the treasury functions, such as invoicing, payments, capital requirements, cash management and liquidity requirements.

Clinton D. Whittington is a Partner and Senior Vice President of Operations at TBA Studio, based in the firm’s headquarters in West Monroe,LA, with over 21 years of architectural experience. As a longtime member of the firm, Clint plays a key leadership role in overseeing daily operations, directing the design process, maintaining quality standards, and ensuring the successful delivery of projects from initial planning through construction.
Clint has extensive experience in programming, design, construction documentation, estimating, scheduling, consultant coordination, and project management. He works closely with clients, architects, interior designers, engineers, and project teams to address complex design and technical requirements while maintaining a strong focus on functionality, constructability, budget, and long-term performance.
His portfolio includes major renovations, additions, and new construction across a variety of project types, with particularly extensive experience in K-12 educational facilities. Clint has worked closely with school systems throughout his career, helping develop practical, durable environments that respond to the needs of students, educators, administrators, and the communities they serve.
As a Partner and Senior Vice President of Operations, Clint provides leadership across the firm's architectural and interior design services, supporting project teams, strengthening client relationships, and maintaining consistency in project delivery. His combined expertise in architecture, interior design, and sustainable design provides a comprehensive perspective that contributes to both the firm's continued growth and the successful execution of its projects.
In addition to being a Registered Architect, Clint is a Licensed Interior Designer in Louisiana and has been a LEED Accredited Professional since 2011.

Monty’s 40 years of active professional experience includes leadership of the K-12 Education practice area with a large and nationally celebrated San Antonio architecture practice—and he brings that wealth of expertise to TBA Douglas. His work has been focused on primary and secondary education projects, with extensive participation in planning and design for related sports facilities. The balance of his experience includes commercial, office, retail, restaurant, higher education, master planning, student life, athletic and recreation projects. His knowledge covers every aspect of project direction, delivery, and client engagement across San Antonio and South-Central Texas. His experience extends over more than 120 projects encompassing planning, master planning, programming, and design, as well as administration of all phases of construction delivery. Monty’s professional commitments extend beyond project work with engagement in, and leadership of professional, community, neighborhood, and civic organizations.
Several of Monty’s projects have been recognized by TASA/TASB as well as A4LE/CEFPI and the San Antonio Conservation Society.
